 The DRR division is a team of highly skilled human resource and financial management professionals providing outstanding decision support, and management of personnel and financial resources in support of AMIC’s acquisition portfolio.

Description of Position: The Budget Analyst is responsible for the budget formulation and management of DRR managed programs, and assisting AMIC Program Managers (PMs) and Contracting Officers (COs) with funds received from external agencies. The core responsibilities include budget formulation, execution, and administration.

Position Responsibilities:

• Budget Formulation & Planning: Performs detailed analyses on annual and multi‐year budget estimates for assigned programs. Collaborates with program managers to develop accurate and timely budget submissions.

•Budget Execution & Administration: Monitors program obligations and actual budget expenditures, ensuring compliance with fiscal policies and regulations.

• Trend Analysis & Research: Conduct research and analysis to identify trends in program funding, evaluating the impact of changes in program plans and funding allocations.

• Guidance & Advisory Support: Provide expert advice and guidance on budgeting processes, helping stakeholders navigate budgeting challenges and ensure adherence to policies and regulations.

• Policy Development &Implementation: Develop, recommend, and implement budgeting processes, policies, and regulations in alignment with MAJCOM, HQ AF, OMB, and other Federal agencies.

• Analytical Reviews & Special Studies: Conduct detailed analyses and reviews of budget‐related data, preparing reports and recommendations for leadership.

• Long‐Term Budget Assessment: Reviews and assess the long‐term effects of budget guidelines and their alignment with assigned program goals.

• System Management & Oversight: Serves as a point of contact on the use of automated budget data management systems. Maintains cognizance of overall system status and ensures all processing and procedures are IAW individualized program security requirements.                              

• In‐depth knowledge of budgeting principles, financial management processes, and federal regulations.

• Proficiency with budget management software and automated systems.

• Ability to analyze complex data, identify trends, and recommend actionable solutions.

• Employee may be required to work overtime.

• Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

• Safeguards classified or sensitive budget‐related information and/or files.

• Must be able to obtain and maintain a Secret security clearance.

• Must meet the Defense Acquisition Workforce Improvement Act (DAWIA) and Financial Management requirements applicable to the duties of the position, e.g. Certification inappropriate "functional" Acquisition Professional Development Program Level II and the FM    Certification

   Level II for Budget Analysts IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112‐81, Subtitle‐Financial Management, Section 1599d.

• Required to complete "Public Financial Disclosure Report" pursuant to Title I of the Ethics in Government Act of 1978. as amended (The "Act"), 5 USC App 101 Et Seq.

Desired Skills/Expertise:

• Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts.

• Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations.

• Knowledge of safety, security, and EEO regulations, practices, and procedures.

• Knowledge of Reimbursements and CivPay

• Skill in application of methods and techniques (e.g., cost‐benefit analysis, amortization, depreciation, and prorating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding.

• Ability to gather, assemble, and analyze data to prepare budget estimates, develops alternatives, and makes recommendations to resolve budget/funding problems.

• Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.

 Description of Position: This position serves as the PKBA Branch Chief within the HQ Air Combat Command Acquisition Management and Integration Center (AMIC), responsible for leading a team of contracting professionals executing a complex portfolio of enterprise performance-based service contracts in direct support of the ACC A3 directorate and the NWS Program. The Branch Chief plans, directs, and oversees the full acquisition lifecycle — from pre-award strategy and source selection through post-award administration — while serving as the senior contracting authority and business advisor for assigned programs. This position requires a seasoned acquisition professional who combines technical contracting depth with demonstrated leadership and the ability to operate effectively in a dynamic, mission-driven environment.

 Position Responsibilities:

·       Exercises full supervisory responsibility for a team of civilian and military contracting professionals to include hiring, onboarding, training, workload management, performance evaluation, conflict resolution, and accountability counseling. Fosters a culture of collaboration, professional development, and mission focus.

·  Directs the full range of pre-award acquisition functions including acquisition planning and strategy development, market research, solicitation preparation, source selection execution, price and cost analysis, negotiation, and award for a portfolio of complex enterprise performance-based service contracts.

·       Oversees post-award contract administration including contract modifications, option exercises, contractor performance evaluations, Contracting Officer Representative (COR) management, requests for equitable adjustment (REAs), non-conformance actions, and contract closeout.

·       Provides authoritative advice and guidance to leadership and mission partners on complex contracting and procurement issues, serving as the primary business advisor ensuring all aspects of the acquisition are considered, including contractual risk, incentive structures, and programmatic impacts.

·       Coaches and develops team members through the acquisition planning and strategy development process, building technical competency across the branch and preparing personnel for increased responsibility and warrant progression.

·       Represents the organization with a variety of internal and external functional areas including legal counsel, financial management, small business offices, program management offices, and mission partner organizations. Communicates clearly and concisely at the appropriate level across all audiences.

·       Identifies, assesses, and mitigates acquisition risks across the branch portfolio, applying knowledge of the business environment to recognize programmatic and contractual impacts and developing strategies to protect the government’s interests.

·       Stays current on changes to federal acquisition regulations, DoW and DAF policy, and higher-level strategic priorities. Ensures the branch operates in compliance with applicable law, regulation, and command guidance and disseminates policy changes effectively across the team.

·       Supports and promotes the integration of technology and innovation - including AI tools - into acquisition workflows to increase team efficiency and mission responsiveness.

Desired Skills/Expertise:

·       Federal Acquisition Expertise: Professional knowledge of the full range of federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for complex and diversified performance-based services, enterprise programs, and other acquisitions. Familiarity with FAR Parts 12, 13, 15, 16, and 37 strongly preferred.

·       Leadership Proficiency: Demonstrated experience leading a team of contracting professionals. Ability to build cohesive, high-performing teams and promote collaboration across functional areas.

·       Business Acumen and Risk Management: Knowledge of the business environment sufficient to recognize potential programmatic and contractual impacts. Ability to apply risk identification, assessment, and mitigation principles, including evaluating the probability and consequences of potential problems and recommending strategies to protect the government’s interests.

·       Price and Cost Analysis: Knowledge of contract negotiation, administration, and termination principles, policies, and procedures. Ability to conduct price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness and develop negotiation positions.

·       Acquisition Strategy and Planning: Ability to develop and execute sound acquisition strategies across a variety of contract types and acquisition methods. Experience coaching teams through strategy development and implementation, including source selection planning and execution.

·       Communication: Ability to deliver clear, concise, and professional communications at the appropriate level — including written acquisition documents, briefings to senior leadership, and guidance to mission partners — across a variety of audiences and settings.

·       Problem Solving and Analytical Thinking: Ability to identify problems, determine the accuracy and relevance of information, draw sound conclusions, and make well-reasoned recommendations on complex and sensitive acquisition matters.

·       Regulatory Currency: Commitment to staying current on changes to federal acquisition regulations, DoD and DAF policy, and command strategic priorities, and ensuring those changes are understood and applied across the branch.

•            Must have or obtain an unlimited Air Force contracting officer's warrant within 12 months of assuming the position.

•            Must meet the DAWIA requirements applicable to the duties of the position.

•            Must meet the continuing acquisition education requirements IAW DoWI 5000.66 paragraph E2.2.8.
