Division Description: We fulfill the Quality Assurance Program Coordinator role for contracts signed by AMIC’s Contracting Officers.  We provide the Quality Assurance Program (QAP); how contract surveillance will be scheduled, conducted, documented, and reported.  We provide training to Contracting Officer’s Representatives (CORs) and their supervision on their roles and responsibilities for executing the QAP. We also fulfill some Functional Commander/Functional Director roles on AMIC’s most complex and critical programs, where the technical risks of the requirements necessitate compliance with a higher-level quality system per the FAR.  On these programs, AMIC’s preferred approach is to own the CORs; we nominate and supervise the CORs and manage/lead QAP execution.  Lastly, we are the AMIC Contracting Performance Assessment Reporting System (CPARS) focal point, where we initiate contracts and reporting teams into the system and provide management oversight for report timeliness, completeness, and accuracy.

Position Description: Quality Manager for the Forward Operating Location, Base Operations Support contract, directly supervises 7 enlisted members, including 1 1-year remote assignment to the FOL.

Position Responsibilities: Incumbent responsible for cradle-to-grave acquisition quality management across a portfolio of Counternarcotics programs. Designs quality performance standards and metrics to ensure mission accomplishment. Schedules, conducts, documents and reports surveillance results. Provides performance assessment information for Award Fee/Incentive Fee boards, CPARS reports and Performance Management Reviews. Works with the FOL-BOS Program Manager and Contracting Officer for performance management.

Qualifications for the Position:

1.  Knowledge of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques required. Knowledge of higher contract quality requirements such as ISO 9001 highly desired. Certified Quality Auditor or Lead Auditor certification required within 24 months of assignment to position.

2.  Thorough knowledge in analyzing user requirements and skill in developing and implementing goals and objectives for management of large-scale service contract especially in the development and oversight of Performance Work Statement (PWS) and Quality assurance Surveillance Plans (QASP) for service contracted operations.  Must actively pursue and maintain APDP certification in Engineering and Technical Management, certified to Foundational Level within 24 months of assignment to position required.

3.  Previous experience supervising required. Experience supervising AF enlisted personnel highly desired.

Division Description: We support a diverse range of programs for multiple MAJCOMS/locations and provide cradle to grave contract execution and management. We have personnel located at ACC AMIC and operating location Hurlburt Field. Our mission partners include the Government of Canada, AMIC Det-1 (Ottawa), ACC Training Support Squadron (TRSS), ACC/A3, ACC/A589, 53 Electronic Warfare Group (EWG) and the 505th Command and Control Wing (CCW). PKB executes contract actions to include North Warning System (NWS), Air Combat Training System (ACTS), Primary Training Ranges (PTR), Combat Air Forces Contract Air Support (CAF CAS), Aircrew Training and Courseware Development, Guardian Angel Rescue Instructional Training (RITS) and Academic Training and Exercise Support.

 Position Description: Position serves as the division chief of 4 branches (branch chiefs include 3 civilians and one officer) and twenty personnel.  The position includes the following: directs/advises personnel within/outside the organization regarding the resolution of contractual acquisition issues and applies leadership skills to utilize staff and promote mission accomplishment; appropriately exercises authority in the management of personnel and effectively promotes collaboration/teamwork across functional areas within/outside of the organization, demonstrating a positive example of leadership and followership; effectively delivers clear/concise communications at the appropriate level; and identifies, protects, conserves, utilizes, and allocates resources to accomplish organizational objectives, staying versed at the AMIC and higher-level strategic plans.

Position Responsibilities:

- Exercises full supervisory responsibilities for civilian, officer and enlisted personnel to include but not limited to hiring, training, evaluating work performance, resolving conflict and providing productive and meaningful performance evaluations.

- Versed at pre- and post-award contract processes, guidance and procedures.   Coaches and guides teams through acquisition planning and strategy development as well as strategy implementation.  Exercises critical thinking and problem-solving skills in resolving issues related to pre- and post-award challenges.

- Serves as business advisor, providing advice and guidance, ensuring all business aspects of the acquisition are considered, including risks and incentives.

- Represents the organization with a variety of functional area and installation organizations. 

Qualifications for the Position:

1. Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex and/or diversified services commodities, and/or construction.

2. Division Description: AMIC Det 2 is comprised of a dynamic group of contracting professionals collocated with 16th Air Force (formerly 25 AF), executing their unique intelligence surveillance and reconnaissance mission in support of war fighting COCOMS; all manpower positions are designated as special-sensitive due to the TS/SCI security clearance requirements.  Additionally, AMIC Det 2 provides contract execution support for four ACC OL’s (ACC/A1, ACC/FM, ACC/A26 and ACC/A29) and the Joint Information Warfare Center co-located within the JBSA Security Hill Complex.   Contract execution support of the intelligence enterprise is spread across the Security Hill complex at JBSA, 70 ISRW (located at Ft Meade, MD), 480 ISRW and 363 ISRW (located at Langley AFB, VA).  Det 2 manages a total contracts portfolio valued at ~$2.2B.  AMIC Det 2 OL provides contracting support to the Air Force Technical Application Center (AFTAC) and their $1B contract portfolio.  AFTAC provides national authorities with quality technical measurements to monitor nuclear test ban treaty compliance and develops advanced proliferation monitoring technologies to preserve our nation’s security.  AMIC Det 2 OL is dedicated to crafting optimal contract solutions and providing acquisition advice that results in tactical and strategic victories.  The unit collaborates with AFTAC to develop strategic acquisition methods through an integrated process team to produce responsive and cost effective acquisition outcomes.

Position Description: The duties of this position include providing mission-focused business leadership and contract execution/administration support primarily for 16 AF Advanced Programs/Special Access Programs Intel and cyber-related service and commodity acquisitions.  Selected team member will serve as an unlimited contracting officer with delegated contracting authority to solicit contractual proposals - ultimately responsible to negotiate, award, execute, administer, and terminate contracts. Key responsibility of this position is developing and defining acquisition strategy via executing the multi-functional team (MFT) concept within a classified setting/network.
